The Salem School District leadership sought to strengthen alignment, culture, and long-term impact as they developed and implemented their strategic vision for the district. Leaders recognized the importance of creating not only strong systems and initiatives, but also a shared mindset and framework that could guide how individuals showed up each day in service to students, staff, and families.
To support this work, EDLINKS® partnered with district leadership to introduce the theory of resilience as a foundational lens for leadership, decision-making, relationship-building, and strategic implementation. The work was intentionally connected to the district’s developing strategic draft plan, which emphasized tailored support, durable skills, inclusivity, student passions, transitions, engagement, and preparing every student for a successful future.
STRATEGY PLANNING
Connecting Resilience Research to District Priorities, Systems, and Student Success
EDLINKS® facilitated a professional development experience with district leadership centered on resilience research and the practical application of protective factors within educational systems. The work emphasized that resilience is not a trait individuals either possess or lack, but rather a dynamic process supported through environments, relationships, beliefs, expectations, and opportunities for meaningful participation.
Through the session, leaders explored how resilience research aligned naturally with the district’s emerging strategic priorities, including:
- Supporting students, staff, and families through caring relationships
- Building systems grounded in high expectations and durable skills
- Expanding meaningful participation and engagement opportunities
- Strengthening transitions and belonging across grade levels
- Creating environments where students’ passions, identities, and future pathways could
flourish
District leaders examined how resilience could function not as an “add-on initiative,” but as a theory of change that could strengthen and unify the implementation of their strategic plan.

PROGRAM ROLLOUT
Embedding Resilience into Leadership, Culture, and Daily
Practice
Following the leadership professional development session, district leaders carried the resilience framework back into their schools and departments, extending the learning across the district. Rather than remaining isolated to a single workshop, the concepts became integrated into ongoing conversations, leadership practices, strategic planning efforts, and daily interactions.

Using Resilience as an Ongoing Lens for Reflection, Alignment, and Sustainability
District leadership continued reflecting on and applying resilience concepts as the strategic planning work evolved. Leaders reported that the resilience framework provided practical and philosophical coherence to the district’s efforts, helping teams remain grounded in relationships, purpose, strengths, and possibility while navigating the complexity of systems change. Importantly, the work reinforced the understanding that resilience is not solely about responding to adversity. It is also about creating the conditions in which students, staff, and communities can thrive.
